I can recommend Plugdata as an open source freeware alternative to paid modular environments like Reaktor, Max & co etc to achieve FM (or rather PM) of 2 audio signals.
The included live electronics tutorial features a "Signal.FM.PM.pd" help file with easy to copy math for Phase Modulation. I recorded a quick demo using it for FM here: https://youtu.be/Wq6thhncvyg
