Yeah, you're not wrong about the issues with the category system.
However, it's really, really difficult to get this right. Even to the point where you just cannot do it right, if you go with a hierarchical structure. Doing this tagging style (as you suggest) would already help, but it leaves the question how you organize your samples into folders.
I think Wave Alchemy mentioned that they're thinking on adding an AI based categorization / tagging system that also works with imported sounds. That could really help here. I'm generally not a fan of slapping AI onto / into everything, but sample categorization is one thing where I think it's really useful and may even do a better (more consistent) job than humans do.
